Summer tire change date

Hei. In Norway the summer tire shifting date is Fisrt Monday after Easter. But in 2018 it was First of April 2018. In 2019 its 21st April. Almost 3 weeks difference. So will this time the date will remain the same? whereas it will be quite changed weather in 3 weeks time Regards, Azam
